A unique happenstance followed an ICEM workshop on Contract and Agency Labour (CAL) in Guinea recently: the Industrial Relations manager of Russian bauxite and steel producer RUSAL was expelled from the country following revelations at the conference of the company&rsquo;s horrid labour practices in Guinea. 
 
Mineworkers in Guinea, backed by leaders of the trade union federations, provided vivid evidence on working conditions, including child labour, at Compagnie des Bauxite de Kindla, RUSAL&rsquo;s joint venture bauxite mining concern with the government. 
 
The testimony resulted in the government, led by Captain Moussa Dadis Camara, to expel Anatoly Pantchenko from Guinea. 
 
Trade unionists told how the RUSAL manager had organized a culture of outsourcing at the mine and at RUSAL&rsquo;s wholly-owned Friguia alumina smelting plant. The company utilises some 120 outsourcing companies. Discussion centered on how the system has aggravated poverty and created extremely poor work conditions and salaries, leaving workers under RUSAL&rsquo;s umbrella with little means for improved living conditions.

The report was not new to the ICEM. In 2007, after street protests in Guinea loosened the dictatorial powers of President Lansana Cont&eacute;, Rabiatou Sereh Diallo, General Secretary of the National Confederation of Workers of Guinea (CNTG), visited the ICEM in Brussels. She and other trade union leaders from Guinea then told how RUSAL relies heavily on &ldquo;phantom&rdquo; subcontracting companies that are tied to Cont&eacute; associates. 
 
In December 2008, following the death of Cont&eacute;, Captain Moussa Dadis Camara and a team of military officers took over the country. They immediately forged relations with the three main trade union federations and pledged to end corruption in the mining sector. 
 
Since then, relations between RUSAL and the government have been tenuous, and ICEM&rsquo;s CAL workshops in May provided all the evidence Moussa Camara needed to expel RUSAL&rsquo;s top manager from Guinea. In mid-April, workers at the Friguia refinery staged a strike, and RUSAL &ndash; now the world&rsquo;s second largest steelmaker &ndash; said the work stoppage was instigated by the government.

The ICEM&rsquo;s CAL conference agreed on a plan of action for Guinea&rsquo;s mining sector, which will see trade unions and the government push for a review of the national mining convention, a code that became obsolete and neglected under the corrupt Cont&eacute; regime. Such a review will make it possible to properly address outsourcing, as well as to include guarantees on working conditions in employment contracts. 
 
A new committee was established with the government that is tasked with carrying out the review. The committee is composed of 13 members, two of whom are trade union leaders. 
 
The West African nation of Guinea holds two-thirds of the world&rsquo;s bauxite deposits. A second multinational bauxite miner, called Halco, also operates in Guinea. But trade unionists tell the ICEM that work conditions there are far superior&nbsp;to those existing at RUSAL. Halco is an enterprise 51% owned by US-based Alcoa World Alumina and Alcan of Canada, with the remainder owned by Guinea&rsquo;s government.

ICEM’s Contract Labour Forum in Guinea Forces Expulsion of Russian Mine Boss

The ICEM calls on South African pulp, paper, and woodlands company Sappi to cease disciplinary matters against 19 shop stewards and 23 other workers at the Enstra mill in Gauteng province. The ICEM supports its South African affiliate, Chemical, Energy, Paper, Printing, Wood, and Allied Workers Union (CEPPWAWU), in its rigorous defense of the 42. 
 
The paperworkers are charged with inciting three safety strikes in May at the 700-worker pulp, printing, and graphics paper mill near Johannesburg. The incident started when shop stewards prevented a worker from doing unsafe work. That worker is now one of the 23 workers still on the job that Sappi now wants to suspend for one week without pay, and issue final written warnings to. 
 
The 19 shop stewards, the mill&rsquo;s entire CEPPWAWU representation team, have already been suspended, and await further discipline at meetings on 7-8 July.

The safety strikes took place on 5 May, 8 May, and 28 May. The worker was assigned to do cleaning in a part of the paper mill that a piece of equipment normally performs. When shop stewards protested the unsafe act, management hardened and the safety strikes began. The matter was compounded when a joint labour-management report on the safety incident and subsequent strikes was ignored by the mill manager. 
 
In a 16 June ICEM letter to Sappi, the Global Union Federation told Sappi to drop the disciplinary procedures at the Enstra mill and to &ldquo;get on with building a trusting labour-management relationship at Enstra.&rdquo; The ICEM noted in the letter that Sappi had been engaged over the past six months in building a better labour relations climate at the mill, but failure to follow through with the findings contained in the joint investigatory report was a breach of trust. 
 
&ldquo;The ICEM strongly believes the first and most important component in building a trusting and lasting relationship in labour-management relations must be safety,&rdquo; read the letter. 
 
The ICEM also believes Sappi violates global labour standards at Enstra, not least of which was suspending all CEPPWAWU shop stewards and discrimination in bringing separate sets of charges against the 23 workers and the 19 duly-elected shop stewards. 
 
Some 90% of Enstra workers are CEPPWAWU members.

ICEM Calls on Papermaker Sappi to Halt Safety Discipline

The ICEM hosted leaders of its two oil and gas workers&rsquo; unions of Nigeria on 18 June. Elected officers from NUPENG, the blue-collar union, and PENGASSAN, representing white-collar workers, visited the ICEM&rsquo;s headquarters in Geneva. 
 
With General Secretary Manfred Warda and Energy Officer and Director of Organisation Jim Catterson present, the Nigerian trade unionists discussed the difficulties of security for workers in the Niger Delta brought on violence and kidnappings, and also the growing casualisation arising in oil and gas in Nigeria.

Taking part in the discussions were PENGASSAN General Secretary Bayo Olowoshile and NUPENG General President Peter Akpatason, as well PENGASSAN leaders Stephen Ereyukomhen, Sunday Oginni, and Adamu Unoru. 
 
On the issue of physical security in the Niger Delta, the trade union leaders said it was wrong for the government to be shifting responsibility to the oil and gas operators in the region. The Nigerians also outlined labour law changes enacted over the past few years that are detrimental to workers.

Regarding casualisation, there is constant abuse of agree-upon quotas for expatriate workers, and the oil and gas workers&rsquo; leaders emphasized that with the use of more and more casual workers, career development and job careers for Nigerians is being marginalized. 
 
They also expressed concern that outsourcing is being directed at incompetent and poorly trained workers, and that is creating safety hazards in the industry. They expressed regret that the government has not committed to stem the growing use of casual workers. 
 
Finally, NUPENG and PENGASSAN leadership discussed with the ICEM the rising number of Chinese exploration and development companies that are entering the oil patch of southern Nigeria.

ICEM Hosts Nigerian Union Leaders from NUPENG, PENGASSAN

Two miners in South Africa died on 20 June deep inside South Africa&rsquo;s biggest gold mine, the Driefontein mine owned by Gold Fields. They died when an earth tremor, registering 3.5 on the Richter scale, caused a shift of rock. Eight other miners were rescued, three of whom were hospitalized. One miner is suffering with serious injuries. 
 
It was the second accident caused by a shift ground at Gold Fields&rsquo; mines in a month. On 20 May, two miners died deep in the earth at the company&rsquo;s Kloof mine near Westonia in West Rand. A day earlier, one miner at Kloof died in a similar but separate accident.

The tragedy that occurred 20 June at Driefontein near Carletonville caused mine production to halt for four days. The spokesman for the National Union of Mineworkers (NUM), Lesiba Seshoka, called the latest accident deeply disappointing. &ldquo;There doesn&rsquo;t seem to be any willingness to improve safety,&rdquo; he said. 
 
Gold Fields, the world&rsquo;s fourth largest gold miner with operations in Australia, Ghana, Peru, and South Africa, said in a statement to financial markets late last week that it has had 20 mining fatalities since July 2008. All have occurred in South Africa. In the first six months of 2008, 23 of 87 mine fatalities in South Africa occurred in mines operated by Gold Fields.

Germany&rsquo;s two biggest industrial unions, ICEM affiliate IGBCE and IG Metall, urgently called upon elected officials and employers within Germany to begin a constructive dialogue on overcoming the consequences of the current global crisis. The unions recently issued a joint statement to draw attention to the fact that economic and industrial policy challenges cannot be undertaken with mere &quot;cosmetic adjustments without a genuine substance.&quot; 
 
In cooperation with the Hans B&ouml;ckler Foundation, IGBCE and IG Metall organised a joint conference in Oberhausen, Germany, entitled &ldquo;Industrial Policy for Tomorrow.&rdquo; 
 
&ldquo;The industrial base of our economy must be strengthened to lay the foundations of sustained growth and prosperity,&rdquo; said IGBCE board member Michael Vassiliadis.

Added Berthold Huber, President of IG Metall, &ldquo;We need a bridge over the crisis and it must lead to the other shore and not back to the same shore. We must now have a model for a sustainable industrial policy.&rdquo; 
 
In the joint statement, the unions warn of the danger that industrial cores could be lost and entire value-chains in industrial processes might collapse. Therefore, the unions call on the German government to provide &ldquo;short term loans and guarantees, and to generate additional demand.&rdquo; 
 
Specifically, IGBCE and IG Metall call for a public equity fund, effective protections for companies to secure jobs, the adoption of a sustainable industrial policy that would replace unregulated markets, comprehensive social-democratic participation rights, decent work, regulated labour markets, and a coordinated industrial policy for all of Europe.

This month&rsquo;s 98th Session of the ILO Conference adopted a landmark Global Jobs Pact on 19 June. The accord, called a Jobs Pact, was agreed to by governments, trade unions, and employers, and lays out a template for economic recovery and reform. 
 
Jobs, workers&rsquo; rights, social protections, quality public services, and sustainability are at the heart of the proposal for a new system of global governance, said International Trade Union Confederation (ITUC) General Secretary Guy Ryder.

Global labour unions fear that the ILO will return to a course of business as usual, and that world economic institutions will continue with the failed policies of free-market radicalism. Some commentators say that the financial crisis has already bottomed out and recovery is now imminent, but voices at the 19 June ILO session argue that the affect of lost jobs will be lasting and devastating. 
 
The Jobs Pact is seen as an alternative to shocking ILO projections that the crisis will push 50 million workers into unemployment, and that 200 million of the world&rsquo;s population will be pushed into extreme poverty. The creation of sustainable jobs is essential, as is the fight against climate change. 
 
Another aspect of the Jobs Pact is the high level of importance given to tripartite dialogue, social dialogue, and collective bargaining. High standards of working conditions and improved wages are vital, along with education and training programmes for the unemployed. The Jobs Pact calls for increased implementation of public-sector job creation schemes. 
 
The Global Jobs Pact signifies an important and significant step forward. Implementation must now occur. The ICEM supports demands for concrete results before the next G20 in Pittsburgh, Pennsylvania, USA, on 24-25 September 2009.

ILO’s Jobs Pact; a Solid Proposal for Exiting the Financial Crisis

The ICEM reviewed and extended its Global Framework Agreement (GFA) with French-based chemical multinational Rhodia covering 15,000 workers in March 2008 with a series of new initiatives. One of those includes a joint initiative on workers&rsquo; health and safety through a global safety partnership committee. 
 
ICEM and Rhodia agreed to have an addendum to the agreement that clarifies terms and conditions of the global committee. This is expected to be finalised this autumn following ICEM consultations with its affiliated unions that represent Rhodia workers. 
 
While the discussions are ongoing, a first-ever joint activity regarding health and safety was held at Rhodia&rsquo;s subsidiary in Freiburg, Germany, on 19 June.

The ICEM was represented by Chemicals and Rubber Officers Kemal &Ouml;zkan and Health, Safety, and Sustainable Development Officer Brian Kohler, and representatives from German affiliated union IGBCE, which represents workers at the plant, attended. The IGBCE&rsquo;s Michael Wolters from union headquarters in Hannover was present, as was IGBCE regional representative Wilfried Pernshorn, and Works Council members Cornelia Kainz and Hans Peter Rich. 
 
Rhodia was represented by Yolene Coppin, Jacques Kheliff, and Jean Paul Perez, all from the company&rsquo;s Paris headquarters, and by Raimund Hinsen, Uwe M&auml;nnel, and Hans-Ulrich Lutz, managers at the Freiburg plant. 
 
That facility, called Rhodia Acetow, produces chemicals such as filters, flakes, and anhydrides. The joint mission heard presentations on the plant&rsquo;s economic and employment situation, and on health, safety, and environmental indicators. After touring the various sections of the plant, the group made an evaluation on the current situation of Rhodia Acetow and discussed a future action plan. 
 
&ldquo;This is an important step forward in the GFA with Rhodia,&rdquo; said the ICEM&rsquo;s &Ouml;zkan. &ldquo;Dealing with health and safety at the global scale, using the substantial contributions offered on a plant by plant basis, will keep standards high and serve to harmonise the standards across all company plants throughout the world.&rdquo;

HIV/AIDS Workshop in Mongolia 
 
With funding from ICEM-JAF, Japan, the Taiwan Petroleum Workers&rsquo; Union, and the ICEM HIV/AIDS Project, the ICEM affiliate, the Mongolian Energy, Geology and Mine Workers&rsquo; Trade Unions (MEGMTU) organised an HIV/AIDS seminar in Ulaanbaatar from 10 to 12 August. Forty-five participants, of whom 17 were women, attended the seminar. The opening was also attended by representatives from the ILO and the Asian Development Bank, which has recently started an HIV/AIDS prevention project, focusing on infrastructure and the mining sector. 
 
Following up on the Tripartite Declaration on the prevention of HIV/AIDS at workplaces, signed in October 2007 by the Ministry of Social Welfare and Labour, the Confederation of Mongolian Trade Unions (CMTU) and the Mongolian Employers&rsquo; Federation (MONEF), the seminar had the title &ldquo;Development of Social Partner Cooperation to Prevent HIV/AIDS in the Mineral and Energy Sectors&rdquo;. In line with the objectives of the seminar, representatives from government agencies and from MONEF also attended. 
 
As an outcome of working groups, participants made detailed recommendations concerning the improvement of legislation and HIV/AIDS interventions at national, industry and workplace level. The final declaration calls for tripartite cooperation at national level and bipartite cooperation at the workplace level with action-oriented programmes to be implemented. 
 
The prevalence rate in Mongolia is still low; UNAIDS estimates 820 cases. The objective is to keep it at this low rate, or push it to zero. Prevention is therefore the focus of HIV/AIDS work in Mongolia. Mining areas and also some energy projects are in remote areas. Workers are often separated from their families for a long time; they earn wages above the national industrial average and commercial sex workers are attracted to these areas. Foreign migrant workers are also employed. The present low prevalence rate therefore hides a potentially explosive situation.

Disruption of Treatment Threatened by Global Economic Crisis 
 
In 22 countries, disruption of HIV prevention and treatment programmes is expected over the course of this year, as a result of the global economic crisis, according to a report by UNAIDS and the World Bank, released on 6 July. 
 
According to the report &ldquo;The Global Economic Crisis and HIV Prevention and Treatment Programmes: Vulnerabilities and Impact&rdquo;, eight countries are already facing shortages of antiretroviral drugs. Together, these countries are home to more than 60% of people receiving AIDS treatment. 
 
In 34 countries, representing 75% of people living with HIV, there is already an impact on HIV prevention programmes, focusing on high-risk groups. Furthermore, the report suggests that poor nutrition because of reduced incomes and rising unemployment could also influence the effectiveness of ARV drugs. Community networks, which often are the only social safety net for the poor, are also being crippled by the financial crisis. 
 
While there are no reports of substantial cuts in donor assistance for 2009, there is concern that financial sustainability of antiretroviral treatment programmes that depend mainly on external aid is uncertain.

SWHAP Network Meets on Economic Crisis 
 
The economic crisis was also the focus of the South Africa Network workshop of the Swedish Workplace HIV and AIDS Programme (SWHAP). Twenty-eight coordinators from 11 workplaces discussed the implications of the economic crisis and how workplace programmes on HIV and AIDS, as well as wellness programmes, could cope with the financial stress they are currently experiencing. 
 
Participants also discussed how health workers and lay counsellors in the programme can be empowered with the necessary skills and knowledge needed to ensure effective adherence to treatment by workers. ICEM HIV/AIDS Project Management Assistant, Paule Ndessomin, attended the meeting in Johannesburg.

Ethiopia: Nurses are Empowered to Boost ARV Treatment 
 
Facing mounting difficulties in bringing antiretroviral drugs to people living with HIV and AIDS who need them, the Ethiopian Government has given nurses the authority to prescribe and supervise ARV therapy. This will expand access to treatment, especially in rural areas where there are few doctors. The number of clinics staffed by nurses trained to dispense the drugs will increase from 400 to 1,300 over the next three years with help from the Global Fund. 
 
About 370,000 of the 1.1 million Ethiopians with HIV/AIDS need ARVs but only 120,000 are getting the medication. Ethiopia hopes to more than double that number to meet the United Nations Millennium Goal of having 80 percent receiving treatment by 2010. 
 
The target is ambitious. Half the children under five years old are chronically malnourished and almost 40 percent of the 85 million population live below the poverty line, but the biggest hurdles are training and keeping enough doctors to distribute the drugs, bringing health services to the 80 percent of the population who live in the countryside, and making the programme self-supporting, should money from the donors dry up. Poor pay and difficult working conditions have driven many health professionals to seek higher-paid jobs abroad.

Namibia: Court Case Highlights Workers&rsquo; Rights 
 
An out-of-court settlement was reached in the case of the Namibian hotel workers (see <a href="/en/72-HIV-AIDS/3322-ICEM-HIV-AIDS-e-bulletin-No.-46-July-2009">HIV/AIDS e-bulletin no. 46, July 2009</a>). The workers had fought a nine-year legal battle after being tested without their consent, and for having their confidentiality breached by their employer, the Oshakati Country Lodge. They settled for monetary compensation before the case was heard in court. 
 
While a court case would have set precedents, the Legal Assistance Centre in Namibia nevertheless managed to re-emphasise fundamental principles during the drawn-out case, such as: no testing without informed consent, and maintenance of confidentiality.

AIDSPAN Releases Beginners&rsquo; Guide to the Global Fund 
 
Aidspan has released a new guide, designed to provide a broad introduction to the Global Fund for people who have little or no prior experience of the Fund. A Beginner&rsquo;s Guide to the Global Fund will be of interest to a wide range of people. 
 
A Beginner&rsquo;s Guide to the Global Fund comes in three versions: the full guide (about 60 pages), an eight-page summary and a two-page summary. All three versions are available in English at <a href="http://www.aidspan.org/guides">www.aidspan.org/guides</a>. French-, Spanish- and Russian-language editions of all three versions will be available by early September 2009 at the same site. The full version of the guide contains numerous links to the websites of the Global Fund and Aidspan, for people who need in-depth information.

The International Federation of Chemical, Energy, Mine and General Workers&rsquo; Unions (ICEM) concluded its 4th World Congress today, 24 November, in Bangkok, Thailand, with sharply worded motions calling for economic sanctions against the military regime in Burma, and on establishment of trade union rights in Iraq. The Iraq resolution also called for the earliest possible withdrawal of occupational military forces from the Middle Eastern country. 
 
A total of 840 trade union leaders from 176 global ICEM affiliates, representing 75 countries, attended the three-day Congress. 
 
The final day was marked by impassioned speeches from the General Secretary of the exiled Federation of Trade Unions of Burma (FTUB) and from central leaders of the Iraqi Federation of Oil Unions (IFOU), a collection of ten oil workers&rsquo; union in southern Iraq, and from the Kurdistan General Workers&rsquo; Syndicate of Unions (KGWSU).

Opening the last day&rsquo;s session was Maung Maung, General Secretary of the FTUB. He said the recent street protests in Burma are not over and Burmese people will carry their struggle for liberation and national democracy to the end. &ldquo;Economic sanctions and international pressure do hurt this regime,&rdquo; Maung said, urging as much international pressure as possible because &ldquo;the regime is cracking.&rdquo; 
 
The ICEM&rsquo;s motion calls on all global unions to &ldquo;exert their influence&rdquo; and &ldquo;to approach their governments so that the international community can jointly pressurize the military regime to restore democracy.&rdquo; 
 
Two key speakers from the oil and gas sector rose to support the motion. Gary Beevers, a Vice President and Oil Bargaining Chairman for the United Steelworkers in the United States, said his union has taken action against US-based Chevron for its gas dealings with the regime. 
 
And Marc Blanc, of the French trade union FCE-CFDT, announced that his union federation &ndash; together with four other French trade unions &ndash; will host the FTUB in Paris on December 20. The meeting will center on Total&rsquo;s activities in Burma, and will occur in conjunction with the Executive Committee of Total&rsquo;s European Works Council. 
 
On the Iraq motion, Hassan Juma&rsquo;a Awad al Assadi of the IFTU told delegates the US administration of George Bush came to Iraq with a Hydrocarbons Law that &ldquo;would steal our oil reserves.&rdquo; 
 
&ldquo;The Iraqi people are the only ones who should decide and control their oil wealth,&rdquo; he said. He also called upon the current Iraqi government and the International Labour Organisation (ILO) to expedite legislation inside Iraq called the Labour and Social Security Law, which would secure legitimate labour rights for all Iraqi workers. 
 
Siddeeq Ramadhan of the KGWSU told delegates that Kurdistan is a &ldquo;devoted part of Iraq&rdquo; with a desire to live in peace with Iraq&rsquo;s neighbours. 
 
The ICEM&rsquo;s final session also passed a motion on installing more safety measures in the mining secure, and called for governments to pass ILO Convention 176 on Safety and Health in Mines. The ICEM also passed a motion support the International Trade Union Confederation&rsquo;s (ITUC) Decent Work Initiative.

ICEM Congress Closes with Strong Motions on Burma, Iraq

The 4th World Congress of the International Federation of Chemical, Energy, Mine &amp; General Workers&rsquo; Unions (ICEM) opened today, 22 November, in Bangkok, Thailand, with a full slate of speakers, as well as pointed discussion on the future course of the 20-million-member Global Union Federation (GUF). Some 840 trade union leaders from 176 national trade unions in 75 countries are attending the three-day Congress at the Queen Sirikit National Convention Centre. 
 
Global union leaders also addressed the risks to workers of asset-stripping private equity firms, and delegates heard recent examples of job losses caused by such speculative financial tools. The quadrennial Congress, gathered under the banner &lsquo;Global Unity &ndash; Global Equality,&rsquo; continues on Friday, 23 November, with an address by Maung Maung, head of the exiled Burmese labour federation FTUB.

The Congress will also consider a host of motions, including one on Burma, labour disputes occurring in the host country, Thailand, a location change of the labour federation from Brussels, Belgium, to Geneva, Switzerland, and one on creating closer cooperation with other GUFs. The election of ICEM General Secretary and President will also occur on 23 November. 
 
Following a welcome by Kyoshi Ochiai of Japanese labour federation UI Zensen, chairman of ICEM&rsquo;s Asia-Pacific Region, delegates heard from Rawi Pupaga, head of ICEM&rsquo;s Thai umbrella of labour unions. He delivered news that a negotiated settlement is near at hand with Thailand&rsquo;s Health Ministry to halt the interim government&rsquo;s plan to privatise the Government Pharmaceutical Organisation. 
Today&rsquo;s session included formal integration of the World Federation of Industrial Workers into the ICEM, a Christian-based network of trade unions. 
 
Featured speaker in the opening session was Guy Ryder, General Secretary of the 168-million-member International Trade Union Confederation (ITUC). Ryder&rsquo;s comments centered on the shifting and real sentiment inside global trade unions of consolidation and closer cooperation. He spoke on the founding in January 2007 of the Global Unions Councils, an action-oriented structure to link the work of the world&rsquo;s 11 GUFs, as well as the ITUC and the Trade Union Advisory Committee of the OECD.

&ldquo;This will not be a dead piece of administration bureaucracy,&rdquo; Ryder promised. &ldquo;We now have the opportunity to work together to identify common priorities, and to design and fund work plans which will benefit from our combined talents, expertise, and strength. 
 
In a keynote speech delivered by ICEM President Senzeni Zokwana, the president of the National Union of Mineworkers (NUM) of South Africa, he addressed growing trade union concern on the increasing number of deaths occurring in the mining industry. &ldquo;How many more deaths, anguish, and sorrow must be visited upon innocent mineworkers, their families, and the communities in which they live before we can say enough is enough?&rdquo; he asked. 
 
The Congress opened to the sad news that 100 coal miners had perished in a methane gas explosion in the Donetsk region of Ukraine. And Zokwana&rsquo;s own union, the NUM, has now planned a one-day strike for 4 December across the entire mining sector of South Africa to protest the lack of regard for health and safety by mining houses operating in the mineral-rich nation. It will mark the first total shutdown of all mines in South Africa in 20 years. 
 
ICEM General Secretary Manfred Warda presented the GUF&rsquo;s Secretariat Report, and cited several examples on where union action or voter power has changed the agenda for capital markets. &ldquo;We should never agree with any government&rsquo;s argument that they cannot control the so-called invincible forces of globalisation,&rdquo; he said. 
 
Warda highlighted the ICEM&rsquo;s work on helping to stop the spread of the HIV/AIDS around worksites of the extractive industries, as well as giving instances in which engagement with multinational companies on meaningful social dialogue has produced tangible results. 
 
Henk Van Der Kolk, president of the national union FNV Bondgenoten in The Netherlands, addressed the issue of private equity, and how the rapid movement of capital has undermined workers&rsquo; rights and created mass job losses. He challenged the ICEM to examine how private equity funds are violating the code of conduct of the OECD, as well as rules of the WTO. He also suggested the time might be ripe for the ICEM, or the ITUC, to seek Global Framework Agreements with private equity concerns in order to bring a social dimension to such capital funds. 
 
The Bangkok Congress of the ICEM is featuring speeches and appearances by seven Iraqi trade unionists coming from the oil sector as well as the electric power sector.
