The 24-hour strike planned for tomorrow by 4,000 Finnish paperworkers of UPM has the support of the International Federation of Chemical, Energy, Mine and General Workers&rsquo; Unions (ICEM), the leading trade union federation in the global pulp, paper, and paper-converting industries. Workers in Finland will shut some six UPM pulp and paper mills from 06h00 Tuesday, 16 September, to 06h00 Wednesday, 17 September. 
 
Branch-level unions of the ICEM affiliate Paperiliitto have called the strike in protest to UPM&rsquo;s decision to close two mills, the newsprint and graphic papers mill in Kajanni, and the kraft and printing papers Tervasaari Mill in Valkeakoski, by the end of 2008.
&ldquo;Tomorrow&rsquo;s demonstration by UPM workers across Finland is necessary in order to send the company a strong message that it must do far more to protect jobs in this vital Finnish industry,&rdquo; said ICEM General Secretary Manfred Warda. &ldquo;We stand with our trade union affiliate Paperiliitto in demanding viable solutions, not continual job cuts, to fix the current economic crisis in the forestry sector.&rdquo; 
 
Some 1,600 community-sustaining jobs are at risk with the announced shutdowns of the Kajanni and Tervasaari Mills. 
 
The topic of job losses in the forestry sectors of European, Nordic, and North American nations will be a central focus at the ICEM&rsquo;s World Pulp and Paper Conference, scheduled for 8-10 December 2008 in Uruguay. 
 
The 20-million-member ICEM is a Global Union Federation consisting of 467 trade unions in 132 countries.

ICEM Supports Strike by UPM Paperworkers in Finland on 16 September

Citing the common threat of decent work life being destroyed by rampant privatisation, six ICEM Turkish affiliates have joined with engineering associations and a&nbsp;consumer rights group in building an active coalition to block privatising. 
 
Called the Platform Against Privatisation, the coalition&rsquo;s declaration states that &ldquo;the Turkish Republic has been losing all values and accomplishments created with sweat and blood since (its) establishment.&rdquo; The mobilisation of public resources has been &ldquo;given as gifts to the capitalist class,&rdquo; the declaration says. 
 
The coalition issued a 10-point agenda, including a determination &ldquo;to continue a struggle for the rights and interests of labour and democracy, the fight to resist practices such as subcontracting, removing union coverage, low wages, (and) flexible employment,&rdquo; and to defend the &ldquo;public management of resources.&rdquo;

The declaration specifically addresses the current privatising of Turkey&rsquo;s electric generating and distribution systems and calls energy a &ldquo;public right for human life.&rdquo; In July, auctions were held on Turkey&rsquo;s first two electric distribution networks, and the entire power grid in the Sakarya region is proposed for privatisation. 
 
Chambers of Engineers representing Chemicals, Electrical, Geology, Mechanical, Metals, and Mining are signatory to the declaration. Also, ICEM trade union affiliates including Tes-İş (Energy, Water, and Gas Workers Union), Petrol-İş (Oil, Chemical Workers', and Rubber Workers' Union), Genel Maden-İş (Coal Mine Workers' Union), the T&uuml;rkiye Maden-İş (Mine Workers), Dev Maden-Sen (Mine Workers' Union), and ESM (Energy,&nbsp;Industry, and Mining&nbsp;Public Employees) are part of Platform Against Privatisation.

Trade Unions, Engineering and Consumers’ Groups Take Stand Against Turkey’s Privatisation

Mining unions from Brazil, Chile, Peru, and Columbia met 19-21 August in S&atilde;o Paulo, Brazil, in workshops to address enhanced union power in the face of mergers and consolidation within the mining sector. It was conducted by the ICEM, with sponsorship from Friedrich Ebert Stiftung, union-related foundation in Germany. 
 
&ldquo;We made an important step by bringing so many unions together to address the continued fragmentation of power among mining unions,&rdquo; said S&eacute;rgio Novais, ICEM Vice President for the Latin America/Caribbean Region.

The ICEM provided a presentation on major trends in the mining industry that addressed how Latin American countries were targets for the major mining houses, companies that have profited from the unprecedented coal and metal commodity prices. The ICEM pointed out that without mining union mergers in Latin America, and the building of regional and global networks, mineworkers will lose bargaining power and will not be able to secure a fair share of the profits. 
 
Featured during the workshop was a day-long presentation by Ecliff Tantsi and Eddie Majadibodu of South Africa&rsquo;s National Union of Mineworkers (NUM). They explained how&nbsp;NUM has built its formidable power under the banner of a single union. Their presentation included background on the history of the NUM, its structures, how collective bargaining is carried out, and how the union maintains both its economic and political power. The NUM also discussed how it assists other mining unions in Sub-Sahara Africa in union building and organizing. 
 
Participants jointly signed a letter to the government of Mexico protesting the continued repression of trade union rights in an effort to destroy the Mexican mineworkers&rsquo; union. And ICEM Colombian affiliate Sintracarb&ograve;n, the major mineworkers&rsquo; union in Columbia, reported new death threats against Adolfo Llanos, a union leader at Carbones del Cerrej&oacute;n&rsquo;s Puerto Bolivar, and against other community activists. 
 
ICEM General Secretary Manfred Warda responded with a strongly-worded letter to President &Aacute;lvaro Uribe of Columbia demanding protection against death threats from right-wing paramilitary squads. Carbones del Cerrej&oacute;n, the world&rsquo;s largest open-cast coal mine and its export facility, Puerto Bolivar, is equal parts owned by mining giants AngloAmerican, BHP Billiton, and Xstrata. 
 
The workshop participants decided to: share information and work toward more unity among trade unions in the mining industry, particularly in Brazil; create Latin American regional networks among unions having common employers; explore innovative structures and legislative changes that would bring about greater unionization; and jointly develop solidarity actions and campaigns that focus on stopping subcontracting, gutting of social security benefits, and improving health and safety.

Support for ratification of ILO Convention 176, the Safety and Health in Mines Convention, was approved, and the need for increased cooperation between the ICEM and International Metalworkers Federation (IMF) was also a subject of discussion. Only Brazil and Peru have ratified ILO Convention 176 in ICEM&rsquo;s Latin America/Caribbean Region. 
 
The mining workshops were attended by Jorge Almeida, Latin American Regional Secretary for the IMF. The ICEM and IMF are closely cooperating in efforts to build trade union power among Latin American unions.

South American Mine Unions Meet in Hopes of Consolidating Union Power

Following the release in Nigeria early this week of four journalists and their driver, and of a trade union leader of Pengassan, ICEM&rsquo;s white-collar oil and gas workers&rsquo; affiliated union, the Geneva-based International Federation of Chemical, Energy, Mine, and General Workers&rsquo; Unions (ICEM) calls on the new government of President Goodluck Jonathan to bolster security, thoroughly investigate and prosecute, and root out rogue elements in law enforcement that may be perpetuating the heinous kidnap-for-ransom industry that again strickens the Niger Delta. 
 
&ldquo;Crimes of kidnapping, extortion, corruption seriously tarnish Nigeria throughout the world,&rdquo; said ICEM General Secretary Manfred Warda. &ldquo;It is up to the new President to eradicate it, to eradicate it in such a way that it is gone forever, and to make sure that those responsible are punished to the full extent of the law.&rdquo; 
 
The ICEM notes the fact that the recent spate of kidnappings, including the highly publicized abduction of trade unionists leaving the National Executive Council meeting of the Nigerian Union of Journalists (NUJ) on 11 July, occurred in the states of the Niger Delta. The ICEM is deeply concerned over the safety and security of Nigerian nationals working in the oil and gas sectors of the Delta.

More and more, the targets are Nigerians who have achieved a certain level of prosperity through their work and their technical expertise in energy production. The ICEM points to the recent abduction, and release on 18 July, of Issa Ilbrahim, the Petroleum and Natural Gas Senior Staff Association of Nigeria (Pengassan) branch chairman of Nigerian National Petroleum Corp.&rsquo;s (NNPC)&rsquo;s Department of Petroleum Resources. 
 
He was kidnapped in Imo State at an airport along with his wife. His wife was released earlier and Ilbrahim was subsequently released on 18 July after a small ransom was paid. But those who committed this cowardly crime remain free. 
 
The ICEM also calls attention to two Pengassan members &ndash; Danjuma Bashir and Malabu Abubakar Ahmad, both NNPC staff at Nigerian Petroleum Development Co. Ltd. &ndash; who were abducted in March 2010 near Mosogar village, Delta State, while on their way to a post-graduate programme in energy and petroleum economics at Delta State University. A week later, their decomposed bodies were found in the bush riddled with bullet holes, suggesting they were killed execution style before their bodies were mutilated. Nigerian federal and state police are no closer to solving the case than when they came across the bodies of the trade unionists on 20 March. 
 
The ICEM commends the Nigerian government and police in the investigation, manhunt, and subsequent release of the four journalists and their driver, NUJ Lagos State Council Chair Wahab Obba, NUJ Area Secretary Adolphus Okonkwo, NUJ Lagos State Council Secretary Sylvester Okere, Lagos journalist Sola Oyeyipo, and driver Azeez Yekini. But it also is mindful that this particular kidnapping in the Niger Delta received wide attention, both inside and outside Nigeria. 
 
&ldquo;The prevailing fear and insecurity caused by the criminal enterprising that carry out these despicable acts is a plague upon Nigeria,&rdquo; said Warda. &ldquo;The new federal administration of President Goodluck Jonathan now has the opportunity be act with strength, with force, and without hint of impunity to eliminate this menace. For the betterment of a critical industry to Nigeria, and for Nigerian nationals who are building this industry into global respectability, we call on the President to make this commitment.&rdquo;

ICEM Demands Nigerian Government Crack Down on Kidnappings

In this issue of the ICEM HIV/AIDS newsletter, we report, among other news items, on the first ICEM &ndash; IndustriEnergi (IE-Norway) workshop on HIV/AIDS in Jordan, on the adoption of an ILO Recommendation on HIV/AIDS and the world of work, and on the launch of the Global Fund &ldquo;Born HIV Free&rdquo; campaign.

ICEM, IndustriEnergi of Norway Break Ground on HIV/AIDS Work in Jordan 
 
The ICEM organised a first HIV/AIDS workshop in a Middle Eastern country! Following a request from its affiliate in Jordan, the General Union of Petroleum and Chemical Workers in Jordan (GUPCW), and with solidarity funding from its Norwegian affiliate, IndustriEnergi, the workshop was organised in Amman in June. 
 
The workshop was attended by some 30 participants, of whom about 35% were women. Essential elements of the programme were presentations by local facilitators, power point presentations by the ICEM HIV/AIDS Consultant, and working groups in the evening. A highlight was the presentation by a person living with HIV/AIDS, a first step to reduce stigma and discrimination. 
 
For a first workshop of this kind, the most important objective was to initiate an open discussion and to launch the union&rsquo;s HIV/AIDS work with the participation of civil society organisations and government agencies. 
 
Unionists who came from workplaces have gone back with a better knowledge of basic facts about HIV and AIDS and they are prepared to talk about it. They recognise the importance of reducing stigma and the value of policies against discrimination. They can use the ILO Code of Practice on HIV/AIDS and the world of work, and its ten principles in their work. 
 
Khaled Elzyood, the GUPCW President, was actively involved in the workshop. In his presentation on the ILO Code of Practice (and on numerous other occasions), he emphasised that HIV/AIDS is a union issue and that the union has the responsibility to provide workers with information and to safeguard their rights. Lack of knowledge creates stigma and leads to discrimination. People do not talk about HIV and AIDS but we have to accept the realities even though this may go against cultural traditions and religious beliefs.

International Labour Conference Adopts New HIV/AIDS Instrument 
 
The annual International Labour Conference of the ILO adopted a new Autonomous Recommendation on HIV/AIDS and the world of work, as well as a resolution. The new standard was adopted by a vote of 439 to 4, with 11 abstentions. 
 
High-level engagement and consensus on the urgency to act prevailed during this second and final round of discussion in the Committee on HIV/AIDS for the formulation of the first international human rights instrument to focus on HIV/AIDS and the world of work. 
 
Over the 19 sittings of the Committee, delegates representing governments as well as employers&rsquo; and workers&rsquo; organizations discussed and reached consensus on 118 amendments without resorting to a single vote. Throughout the amendment process, committee members worked at formulating a recommendation all-inclusive in scope and as practical as possible. Universality of human rights, feasibility, efficiency, sustainability, and accountability were kept at the forefront of all discussions, spurred by a great sense of urgency to address the HIV pandemic. The adoption of the recommendation is accompanied by a strong resolution for its follow-up, promotion, and implementation, which also invites the ILO Governing Body to request regular reports from member States.

Note by the Editor: The new standard is in the form of a Recommendation, one of two types of labour standards the ILO can adopt. While distinct from a Convention in that it does not require ratification under Article 19 of the ILO Constitution, a recommendation must still be communicated to national parliaments and discussed in terms of how it might be implemented through national policies and legislation.

UNAIDS Welcomes Creation of New UN Body for Women 
 
The Joint United Nations Programme on HIV/AIDS (UNAIDS) has welcomed the merging of four gender entities of the United Nations into UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The new entity will provide a new powerful voice for women and girls and help move the AIDS response forward. 
 
&ldquo;I look forward to working with UN Women,&rdquo; said UNAIDS Executive Director Michel Sidib&eacute;, &ldquo;Together we can ensure that all women living with HIV access treatment when they need it. And most importantly, we can restore their dignity and rights.&rdquo; 
 
Nearly half the people living with HIV in the world are women. In sub-Saharan Africa more women are infected than men. HIV is a major cause of maternal mortality. It is behind nearly one-in-five of all maternal deaths. 
 
Gender inequities, violence, lack of access to education, health, and economic opportunities are making women vulnerable to HIV. But by teaming up and working on common goals the AIDS movement and the women&rsquo;s movement can dramatically reduce the impact of HIV on women and their families. 
 
UNAIDS recently recognized the importance of promoting gender equality and eliminating violence and discrimination against women, by appointing the renowned singer Annie Lennox as International Goodwill Ambassador for UNAIDS. Her particular mission is to raise awareness and support for women affected by the AIDS epidemic.

Kenya: Muslim Leaders Champion HIV Testing 
 
Binti Omar waits anxiously for her HIV test in a tent erected as part of a testing drive being conducted by the Council of Imams and Preachers of Kenya (CIPK) in the coastal city of Mombasa. Omar is accompanied by her fianc&eacute;, Abubakar Ismael, and his two wives. 
 
&quot;I'm about to be part of Abu's larger family, so we found it necessary to come here and get ourselves tested so that we can plan our future much better,&quot; Omar said. &quot;Life nowadays is so risky. It would be good for us all to get to know each other's HIV status.&quot; 
 
Ismael and his family, as well as hundreds of other locals, are getting tested at the CIPK camps in response to calls by imams - Muslim scholars - in mosques in Kenya's largely Muslim Coast Province. 
 
Outgoing Chief Kadhi Sheikh Ahmed Kassim recently led some imams and locals in getting tested for HIV. He noted that the camps were meant to enlighten and encourage Muslim youths, couples, and Kenyans in general on the importance of getting tested. Muslim men are allowed four wives and the initiative is encouraging all spouses to get tested. 
 
For many years, Muslim leaders in Kenya shied away from discussing HIV, especially in the mosques. More recently, however, they have joined the national prevention campaign, although many still reject some aspects of it, particularly the use of condoms. 
 
The HIV prevalence in Coast Province is 7.9%, marginally higher than the national average of 7.4%. The 2007 Kenya AIDS Indicator Survey revealed that an estimated 44% of new HIV infections in Kenya occur among married or cohabiting couples.

Lesotho Suffering 
 
The impact of AIDS has ruined Lesotho. A third of the population is HIV positive. Of the total number of inhabitants of 1.9 million, as many as 400,000 are AIDS orphans. Life expectancy has fallen to 34. Uniquely in the developing world, Lesotho&rsquo;s deaths are close to outnumbering its births. 
 
The impact of AIDS has also ruined the economy of the Kingdom. In 1980, Lesotho produced 80% of the cereals it consumed; now this is down to 30%. Due to tariff modifications, its textile industry, largely Chinese-owned, which at its height employed 50,000 people, has collapsed. 
 
In an unusual move, 30,000 people have signed a petition which was delivered to the Lesotho parliament and the South African High Commission, requesting that their country be integrated into its giant neighbour, which completely surrounds it. This followed a move by South Africa barring thousands of people from Lesotho from crossing its borders in the wake of higher security measures ahead of the Soccer World Cup.

WHO Issues Technical Brief on Addressing Gender Inequalities in Global Fund Proposals 
 
The World Health Organization (WHO) has released a technical guidance brief on &quot;Addressing Gender Inequalities: Strengthening HIV/AIDS Programming for Women and Girls&quot; in Global Fund proposals. The information in the seven-page brief is designed to support the development of proposals to improve access to, and the quality of, HIV prevention, treatment, and care programmes for women and girls through approaches that address gender inequalities. 
 
The brief discusses gender-related elements that should be included in a situation analysis (e.g., harmful gender norms and practices, violence against women, lack of economic security, lack of education for girls). The brief also provides a list of essential elements for gender-responsive programming, as well as examples of strategies and activities for standard HIV/AIDS interventions and broader interventions that promote gender equality. 
 
Examples of strategies and activities for standard HIV/AIDS interventions are: providing skills to women and girls to negotiate safe sex; behaviour change communication strategies that target harmful gender norms and practices; and reducing barriers faced by women in accessing HIV/AIDS services. Examples of strategies and activities for broader interventions that promote gender equality are: working with law enforcement to respond to violence against women; providing economic opportunities to women; and keeping girls in school and making schools safe for them.

Global Fund Launches &lsquo;Born HIV Free&rsquo; Campaign 
 
The Global Fund is hoping that its &ldquo;Born HIV Free&rdquo; campaign will not only mobilise public support for a world where no child is born with HIV, but will also persuade donor countries to give more to the Fund at the Third Replenishment meeting in New York on 4-5 October 2010. The Global Fund and UNAIDS have said that elimination of HIV transmission from mother to child by 2015 is possible if governments continue to invest adequately in the fight against HIV/AIDS. 
 
In a press release, the Global Fund said that the campaign has been designed to work across digital and traditional media, and that it brings together several major companies who have joined up as official partners in support of the Global Fund: Google, JC Decaux, Jean-Paul Gaultier, MSN, Orange, Tiffany &amp; Co., and YouTube which will be a major platform for the campaign. The campaign is operating in several languages.

2010 brings hazards activists a special opportunity - the 12th bi-annual European Work Hazards Conference, hosted by the UK Hazards Campaign at Leeds University. The conference will give hazards activists the chance to meet and work with activists from throughout Europe and other parts of the world. 
 
The conference will explore the impact of the global recession on work environments and occupational health and safety. It is organised by the European Work Hazards Network, a forum uniting activists with different experience, skills and backgrounds - workers, trade union health and safety representatives, campaigners, academics, scientists and occupational safety and health professionals.

European Work Hazards Conference, 10-12 September, Leeds University

The ICEM has supported an initiative sponsored by the International Transport Workers&rsquo; Federation (ITF), conducting a global e-petition against maritime piracy. The initiative is co-sponsored by virtually all employer organisations in the shipping industry, forming an unprecedented coalition. 
 
Although campaigning against piracy at sea has for many years been a concern to the ITF Seafarers&rsquo; Section, the recent growth of pirate attacks in the Somalia region has brought the issue to the attention of the public around the world. The ITF and co-organisers are aiming to collect over half a million signatures in time for World Maritime Day, 23 September 2010.

With half a million signatures, the global petition will be used to push governments toward committing the necessary resources to end Somalia-based piracy. 
 
Currently at least 379 seafarers from 25 countries are being held hostage, some since December 2009. In the last two years over 1800 seafarers have been kidnapped.

Global Petition against Maritime Piracy

In this issue of the HIV/AIDS newsletter, we report on ICEM&rsquo;s Southern African Women&rsquo;s Workshop, which took place at the Midrand Conference Centre near Johnnesburg, South Africa, and we inform about the Global Fund&rsquo;s call for proposals, and we deal with funding gaps, which may soon lead to loss of lives. 
 
The ICEM Calls on its Affiliates to Contribute to this e-bulletin 
 
ICEM affiliates are engaged in a wide range of HIV/AIDS activities. To spread the information on new agreements, awareness, and prevention campaigns, and educational activities, affiliates and project coordinators are invited to send news and information to <a href="mailto:hiv.aids@icem.org">hiv.aids@icem.org</a>. Any feedback on the format and contents of the e-bulletin is also welcome.

ICEM Southern African HIV/AIDS Women&rsquo;s Workshop 
 
Participants at the Women&rsquo;s Workshop were proudly wearing their scarves with the slogan, &ldquo;Safe Sex Demands Equal Rights.&rdquo; This was the theme of the workshop, which was held in Johannesburg from 18-20 May with 26 participants from Botswana, Mauritius, Namibia, South Africa, Tanzania, Uganda, Zambia, and Zimbabwe. 
 
The decision to hold a women-only workshop was based on the need to identify specific challenges facing women, especially the empowerment of their sexual relations through the use of female condoms (femidoms). An HIV-positive woman from the Treatment Action Campaign (TAC) of South Africa stressed the importance of female condoms and demonstrated their use. Her example also stood out as she gave birth to an HIV-negative baby following the necessary treatment.

The workshop also discussed increasing access for women to prevention, treatment, and care and how to address violence arising from HIV and AIDS status. According to a facilitator from the Twaranang Legal Advocacy Centre, only 5% of perpetrators are brought to book. Women are discouraged by untrained police officers handling violence cases and by lengthy legal procedures. 
 
Intensive role play and group work completed the workshop programme. Participants called for a campaign to promote female condoms. They recommended that unions take a stand against violence; that the quality of counselling and testing be improved; and that police be trained to deal adequately with cases of violence. 
 
Another first of the workshop was that it was an almost paperless meeting. Participants were encouraged to save all workshop documents and presentations on memory sticks given to them as part of the workshop materials.

Global Fund Launches New Funding Round 
 
The Global Fund to Fight AIDS, Tuberculosis and Malaria launched its tenth call for proposals on 20 May. The deadline for submissions of proposals was fixed as 20 August. Thus, applicants will have three months to prepare their proposals, one month less than in recent rounds. 
 
There is considerable uncertainty whether sufficient funds will be available to pay for all of the Round 10 proposals that are recommended for funding by the Technical Review Panel (TRP). The Global Fund says that, currently, based on confirmed pledges, no money is available for Round 10. However, the Global Fund is in the middle of &quot;replenishment,&quot; with donors due to specify in October how much they expect to give to the Fund over the next three years. Thus, the amount of money available for Round 10 will certainly increase by the time the Global Fund Board approves Round 10 proposals at its meeting in December 2010. 
 
All proposals submitted by the closing date will be reviewed by the Global Fund Secretariat to ensure that they meet the Fund's eligibility criteria. Eligible proposals will then be forwarded to the TRP for consideration. The TRP will make recommendations to the Global Fund Board, which will make its decisions at its meeting scheduled for 13-15 December 2010. (In the past, all proposals recommended by the TRP for approval have indeed been approved by the Board, though sometimes they have been waitlisted pending funding availability.)

Malawi Moves to Adopt WHO Guidelines 
 
Developing countries like Malawi are calculating the cost of adhering to new World Health Organization (WHO) guidelines that recommend starting HIV-positive people on antiretroviral drugs (ARVs) sooner. 
 
Malawi is one of three African countries that have conducted WHO-supported feasibility studies to assess what adopting the new guidelines would mean, and has announced plans to roll out the new WHO guidelines by mid-2011. According to the feasibility study, the number of people on treatment would rise by about 50%, which could double the cost of the National ARV Programme in terms of additional drugs, personnel, and equipment, and would probably also mean waiting lists at many clinics. Malawi has a HIV prevalence rate of about 12%. 
 
Implementing the WHO guidelines would mean major changes to national treatment protocols: HIV-positive people would start taking ARVs at a much higher CD4 count of 350 (a measure of the viral load to ascertain when HIV-positive people should begin treatment). Like other countries in the region, it has begun treating HIV-positive pregnant women at the WHO-recommended CD4 count of 350, but the standard CD4 count threshold for initiating ARV treatment remains 250. 
 
Finance is among the major hurdles to adopting the guidelines, as well as infrastructure, supply-chain management, and health worker shortages.

Eliminate Bottlenecks to End Mother-to-Child-Transmission 
 
Making services for the prevention of mother-to-child HIV transmission (PMTCT) available without addressing the factors that keep mothers from accessing these services was an exercise in futility, experts told a press briefing in the Kenyan capital, Nairobi. 
 
&quot;There are barriers that stop mothers from accessing prevention of mother-to-child transmission and treatment services, some of which include inadequate involvement of men and communities, and lack of information,&quot; said Chewe Luo, senior advisor on HIV/AIDS to the UN Children's Fund, UNICEF. 
 
Women might not be able to afford medical care or transport to a clinic; cultural taboos might discourage them from giving birth in medical facilities. &quot;We have to expand the scope of what we do to ensure that the burden of prevention does not fall on women's shoulders alone,&quot; Luo said. 
 
Virtual elimination of mother-to-child transmission in Africa - where 20 countries share over 85% of the global burden of mother-to-child HIV transmission - would be possible but only if HIV counselling and testing services were expanded so that all mothers had access to effective antiretroviral (ARV) prophylaxis and treatment. 
 
In 2008, globally, 430,000 children became infected with HIV, 90% of whom lived in sub-Saharan Africa. In the absence of access to ARV treatment, most of them would die within one year of birth, according to UNAIDS. Fareed Abdullah, unit director for Africa at the Global Fund to Fight AIDS, Tuberculosis and Malaria, promised that &quot;The Global Fund will refocus funding to ensure that priority is given to PMTCT programmes in the recipient countries, and more so in the 20 countries that share the 85% of the global burden of mother to child transmission of HIV.&quot;

Lost Funding Means Lost Lives 
 
As donors retreat from funding HIV and AIDS programmes, years of progress in HIV treatment are under threat and the lives of HIV-positive people are increasingly on the line, according to a new report by the international medical charity, M&eacute;decins Sans Fronti&egrave;res (MSF). Improved access to antiretroviral (ARV) treatment has saved lives, reduced the incidence of tuberculosis (TB) and new HIV infections, and strengthened health systems in many countries hard hit by HIV. But as funding diminishes, these gains are now in jeopardy, says the report, &ldquo;No Time to Quit: HIV/AIDS Treatment Gap Widening in Africa.&rdquo; 
 
Funding shortages in eight African countries have already led to drug stock-outs, treatment rationing, and the inability of most of the countries to adopt improved ARV regimens advocated by the World Health Organization (WHO), the report noted. &quot;About 75% of HIV funding in developing countries is international &ndash; you can't replace that in the short term,&quot; said Mit Philips, a health policy analyst at MSF and one of the report's authors. 
 
The recent decision by the US President's Emergency Plan for AIDS Relief (PEPFAR) to flat-line it&rsquo;s funding at 2009 levels and decrease annual budget allocations in coming years, has already led PEPFAR-supported clinics in South Africa to begin turning away patients. 
 
UNITAID, the international drug purchasing facility, is to phase out drug funding, leaving Zimbabwe, Mozambique, the Democratic Republic of Congo (DRC), and Malawi without funding for costly second-line ARV drugs by 2012. 
 
Dr Eric Goemaere, MSF Medical Coordinator in South Africa, called donor backtracking a &quot;moral betrayal. Years ago, countries in the southern Africa region were unsure that they could afford treatment, but they were told by the international community 'Set ambitious targets, we will follow with the money',&rdquo; he said. &quot;If this funding trend is confirmed, I would call it a moral betrayal for patients, who were told to be courageous and face testing because we would provide treatment; for the health staff, who managed to enroll more than four million people on treatment, and who are suddenly told not to enroll patients.&quot; 
 
The report predicted that if the downward trend in funding continued, ARVs would become increasingly inaccessible, which would lead to increased rates of mortality and hospitalisation among those living with HIV, and place a strain on already weak health systems. The report also warned that ARV patients may adopt risky strategies for coping with drug supply shortages, such as sharing pills, thereby increasing the likelihood of widespread drug resistance.

HIV/AIDS Project in India Scores Again 
 
The ICEM HIV/AIDS project in India, sponsored by the German pharmaceutical company Boehringer Ingelheim, has continued well into 2010 although funding ceased at the end of 2009. 
 
In the first five months of 2010, 24 courses and awareness meetings were held, under the auspices of the Indian National Mineworkers&rsquo; Federation (INMF) and coordinated by its General Secretary, BK Das. These activities did not only reach mineworkers but also school teachers and students in company schools, as well as paramedical staff in company clinics. 
 
The extension of the project was possible because companies had increasingly taken over some of the costs resulting in budgetary savings which could be deployed for organising additional activities.

Headaches for HIV-positive Travellers 
 
China recently became the latest country to lift travel restrictions on people living with HIV, following the footsteps of the US (see <a href="/en/72-HIV-AIDS/3492-ICEM-HIV-AIDS-e-bulletin-No.-50-November-2009">e-bulletin No. 50</a> of November 2009, and <a href="/en/72-HIV-AIDS/3582-ICEM-HIV-AIDS-e-bulletin-No.-52-January-2010">No. 52</a> of January 2010). 
 
&ldquo;Every individual should have equal access to freedom of movement regardless of his or her HIV status,&rdquo; UNAIDS Executive Director Michel Sidib&eacute; commented on China&rsquo;s decision. 
 
According to UNAIDS, 51 countries and territories still impose restrictions on the entry, stay and residence of HIV-positive people. Among those countries requiring an HIV test, usually for a stay longer than 30 days, are: the United Arab Emirates, Russia, Singapore, Egypt, and Iraq. 
 
The Inter-Parliamentary Union, at its 122nd Assembly, called for an elimination of all restrictions. It called on parliamentarians to play a leading role in removing them and also encouraged parliamentarians to support legislation and law enforcement to protect people living with HIV from discrimination.

The International Transport Workers&rsquo; Federation (ITF &ndash; <a href="http://www.itfglobal.org">www.itfglobal.org</a>) reports in its latest HIV/AIDS update No. 86 of 15 May on counselling and testing camps organised at Ethiopian international and domestic airports. The ITF also recently published the 4th issue of Agenda, an annual publication on HIV/AIDS and transport workers.

Two sharp-edged coal disputes in Queensland and New South Wales are concluding, with branches of ICEM Australian affiliate Construction, Forestry, Mining, and Energy Union (CFMEU) gaining the best possible terms for some combined 570 mineworkers. 
 
In northern Queensland, 233 miners employed by mining contractor Theiss of Leighton Holdings at the Collinsville mine reached terms within an enterprise agreement with Theiss in early September that provides them wage increases, improved housing allowances, and job security. 
 
The two-year-long dispute erupted late in July 2010 when miners launched a continuous strike. The 16-day strike was heroically marked by miners, spouses, and partners blocking tracks and turning back trains loaded with coal. The Collinsville mine is majority-held by Xstrata but Theiss and Leighton, a subsidiary of German construction giant Hochtief, operate the mine exclusively.

CFMEU Members at the Tahmoor Mine&nbsp;
The other long dispute coming to conclusion is with Swiss-based Xstrata at the Tahmoor mine in New South Wales. Some 240 miners likely will vote approvingly for the company&rsquo;s last offer this week. If approved, the CFMEU will retain enterprise labour agreements under Fair Work Australia, something that Xstrata was resisting in attempting to roll back union-protected work rules to the days of former Tory Prime Minister John Howard. 
 
The 22-month dispute at Tahmoor was marked by lockouts and strikes, the latest a 19-day lockout that ended 7 September. During that lockout, a Fair Work Australia judge turned back Xstrata Coal&rsquo;s application to scrub the enterprise agreements at Tahmoor, basically stating that CFMEU had the legitimate workplace right to protect job security. 
 
Xstrata was seeking broad flexibility over workplace policies and procedures, without union involvement, while the union sought assurances against job replacements by contractors and greater roles in rosters and other on-the-job work rules.

Coal Strikes in Australia Wrapping to Conclusions

Despite two full days of bargaining between ICEM affiliate, the National Union of Metalworkers of South Africa (NUMSA), and the New Tyre Manufacturing Employers&rsquo; Industry Association (NTMEIA) on 16-17 September, no accord was reached to end the three-week old strike. Some 6,000 rubber workers have been on strike at six tyre factories operated by four employers since 29 August. 
 
Today in Port Elizabeth, 4,000 NUMSA members from tyre plants in the Eastern Cape will march in protest of rapt division among employers in this year&rsquo;s wage talks. They will present a petition to management at the plant gates of Bridgestone-Firestone in Port Elizabeth this afternoon.
In last week&rsquo;s talks guided by an independent mediator in Port Elizabeth, management of the Japanese-based company continued to deviate widely from the wage offers put forth by other tyre companies associated with the NTMEIA. While Continental, Goodyear, and Apollo-Dunlop of India placed on the table a three-year package containing wage increases of 9%, 7.5%, and 7.5%, Bridgestone-Firestone&rsquo;s offer was 7%, 5%, and 5%. 
 
Rubber workers of NUMSA are willing to accept a three-year pact, but their wage expectations are 9% in each of the three years. In addition, they seek a modernized wage module that will lift the salaries of workers who have been stuck at minimum levels for as long as 10 to 15 years. 
 
Another key issue at the bargaining table revolves around the use of labour brokers. Although the NTMEIA will not agree to a ban, it has conceded to pay contributions for short-term and temporary workers into the Provident Fund, as well as make retirement and medical payments for them. The South African tyre industry employs about 1,000 such workers.

Also last week in South Africa, 70,000 NUMSA members across the country returned to their jobs at fuel retail outlets and auto component shops. On 14 September, NUMSA convened a special National Executive Committee meeting, where eight of nine regional structures of the union agreed to accept terms of the Retail Industry Motor Association and the Fuel Retailers&rsquo; Association, ending strikes that began on 1 September. 
 
The three-year contract for filling station attendants includes wage gains of 10%, 9%, and 8%, while auto-parts workers will receive 9%, 8%, and 8%. NUMSA did achieve a solid breakthrough regarding labour brokers, particularly in these sectors in which several employers are totally reliant on staff provided by outside hire firms. 
 
The agreement calls for all labour brokers to be registered by one of two certifying agencies, and all staff of labour brokers must receive minimum rates of pay inside the two industries as well as getting the same benefits and condition of employment. In addition, the negotiated settlement calls for the gradual phase-out of labour brokers, with a cut to 35% of current levels by the year 2013.
