Norwegian unions and employers reached a mediated draft agreement for the country's private sector at 5.10 this morning - just fifty minutes before the start of a nationwide strike. 
 
Despite the late hour - and the date - the proposal is a wholly serious settlement which meets all the unions' main demands. The strike would initially have brought out some 21,500 workers right across Norway from 6.00 am today. It had been called after this year's bargaining round collapsed due to employer intransigence and a series of mediation attempts failed for the same reason. 
 
Private sector unions have coordinated their bargaining this year, and the main negotiations have been conducted between the national labour federation LO and the employers' federation NHO. 
 
Those due to strike as part of the selective action included Norway's cement and explosives workers and catering staff in the oil industry. The biggest contingent of strikers would have been construction workers organised in the general union Fellesforbundet. 
 
Under this morning's proposed settlement, the union demand for five weeks' annual leave throughout private industry would be met in full by 2002. Leave entitlements would rise by one day in 2001. For workers aged over 60, annual leave would be six weeks. 
 
The pay proposals in the package satisfy the unions' demands both for a significant across-the-board increase and for greater pay equality. All workers covered by the three-year agreement would receive an extra NKR0.75 per hour from today (about 9 US cents or Eurocents). Those currently earning less than 87.1 percent of the average industrial wage (which was NKR210,841 in 1999 - roughly US$ 25,000 or 26,000 Euro) would get an additional increase of NKR1.25 from today, and a further NKR1.25 raise from 1 April 2001. Those earning between 87.1 and 92 percent of the average wage would get an extra NKR1.00 per hour from today, and again next year. Overall, the deal would give Norwegian private sector workers a real purchasing power increase of about 1 percent. 
 
The employers are still refusing to make their proper contribution to financing workers' further training and continuing education. This was another major sticking point in the negotiations. Under today's proposal, a joint working group would be set up to look into this question. 
 
The proposed settlement also includes further measures to promote equality in the workplace. 
 
The majority of the union negotiators voted to accept the deal, which preserves scope for sectoral and local bargaining. It now goes to the membership for decision.

Norwegian National Pact Reached 50 Minutes Before Strike

Chernobyl nuclear power station is to close before the end of this year, the Ukrainian government confirmed yesterday. 
 
Only one reactor is currently operating at Chernobyl, which was the site of the world's worst-ever nuclear accident when another reactor exploded in 1986. 
 
But now that Chernobyl really is to close, what about the workers? 
 
The station's workforce has totalled around 6,500 people in recent years. At least 5,000 other jobs depend on them - mainly in Slavutich, the town built to house the nuclear workers and their families after they were moved out of the irradiated zone around the plant. And in today's Ukraine, good jobs are very hard to find. 
 
Since 1996, the Chernobyl workers' union and its international federation have been pressing for a &quot;social plan&quot; that would help to avert job losses in the case of closure. That lobbying has now been stepped up. 
 
Yesterday, the Ukrainian Deputy Energy Minister Vitali Gajduk met Alexander Yurkin and Andre Mrost in Kiev to discuss the issue. 
 
Yurkin is the President of the Ukraine Atom Trade Union (ATU). He is also Vice-President of the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM), to which the ATU is affiliated at the global level. Mrost is the ICEM's coordinator in the region. 
 
They explained the ATU/ICEM campaign to the deputy minister, who fully backed the unions' action. The Ukrainian government has now given its Fuel and Energy Ministry six months to draw up a programme of social guarantees for Chernobyl and Slavutich. 
 
But this begs the multi-million dollar question. Who will pay for the social safety net? 
 
In fact, a comprehensive draft social plan already exists. 
 
The commitment to close Chernobyl by the year 2000 dates back to the Ottawa memorandum signed in 1995 by Ukraine, the G-7 leading industrialised countries and the European Union. This agreement specifically recognised &quot;the implications of the closure of the Chernobyl plant for the workers and their families.&quot; It promised that &quot;the European Commission and the Government of the United States will assist the Government of Ukraine to develop an Action Plan for addressing the social impacts of the closure of Chernobyl.&quot; 
 
The ICEM and the ATU followed through in 1996 with a world conference of nuclear workers' unions, held in Kiev. The early closure of Chernobyl could be envisaged only if the social issues were properly tackled, the Kiev conference pointed out. In particular, it called for a full &quot;social plan&quot;, including the creation of alternative employment for workers in Chernobyl and Slavutich. 
 
A detailed draft social action programme was drawn up the following year by a joint Ukrainian-EU-US working group that included trade union experts. The draft plan provides for retraining and other adjustment measures for the workers. It also entails the promotion of new small and medium-scale industries in Slavutich, notably in the field of energy efficiency and conservation. 
 
Under the 1995 Ottawa memorandum, western commitments to fund the Chernobyl closure included 4 million US dollars for social measures. As the nuclear unions' Kiev conference pointed out in 1996, this pledge is wholly inadequate. Today, an effective social plan for Chernobyl and Slavutich would cost between 50 million and 100 million dollars. 
 
Which is why the ICEM and its affiliated unions are now pressing the G-7 governments, the EU and the European Bank for Reconstruction and Development to finance the social package in full. 
 
For other aspects of the Chernobyl closure, money is no object. Yesterday's confirmation of the shut-down came just days after western donors had pledged an extra 300 million dollars for the building of a new shell to seal off the Chernobyl reactors. Their total commitment to that project alone is now 700 million dollars. A further 175 million dollars' worth of western aid could go towards paying for new Ukrainian nuclear plants to replace Chernobyl - although some western governments would prefer to finance stations fired by coal, lignite or gas. 
 
All of which puts into perspective the sums needed for a decent social plan. 
 
And there are good reasons for funding a social safety net. 
 
The safe operation, shutdown and decommissioning of Chernobyl depends first and foremost on the skill and concentration of its workers. They have been under great psychological pressure recently, due both to uncertainties over their future and to a problem of unpaid wages that has only just been resolved. 
 
Then there is the world's moral debt to the Chernobyl workers. The &quot;liquidators&quot;, who went in just after the 1986 disaster to limit the spread of radiation, included workers from the plant. Some paid the price of their heroism. They contracted diseases linked to radiation, and in some cases they may have incurred hereditary damage. 
 
Not least, the lessons learned from a Chernobyl social plan could be of great value to the nuclear industry everywhere. 
 
As the unions' Kiev conference pointed out in 1996, &quot;worldwide, over two hundred other nuclear reactors are scheduled for decommissioning by 2010. Chernobyl is the first challenge - not the last.&quot;

Chernobyl To Close: What About the Workers?

Ukraine's nuclear power workers have &quot;won their long and difficult struggle in defence of their constitutional right to have their wages paid.&quot; 
 
The news was announced yesterday by Alexander Yurkin, President of the Ukraine Atom Trade Union (ATU), in a message to the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM). Yurkin is Vice-President of the ICEM, to which the ATU is affiliated at the global level.

Full wages for the first time in more than two years 
The nuclear workers' wages have been paid in full this March, Yurkin reports, and the wage backlog is being cleared. The payments had been promised several times by the Ukrainian authorities since the wage crisis in the sector built up in 1998. However, the pledges were not kept in practice. 
 
Work on the repayments began in earnest after the new government headed by Viktor Yushenko took office, Yurkin notes. At a special ATU delegates' conference on the issue last December, Deputy Prime Minister Yuliy Timoshenko guaranteed that full wage payments, in line with collective agreements, would resume by this March.
Since 1998, the ATU and the ICEM have been campaigning against massive delays in payments to Ukrainian nuclear workers. At one stage, wages were six months in arrears. By February of last year, the nuclear workers had introduced go-slow measures and were threatening an indefinite strike at Chernobyl and other nuclear power stations until wages were paid in full. The workers and their many supporters set up &quot;tent cities&quot; around the power stations. 
 
Responsibly, the ATU averted any forms of action that might have compromised safety. At the same time, both the ICEM and the ATU alerted the international community to the dangers of the situation. The wage arrears were in themselves a serious risk factor, as they greatly added to the psychological pressures on key workers in the Ukrainian nuclear sector. 
 
In response, last June the government earmarked special funds for nuclear industry wage payments, and it looked as though the crisis was over. As the year wore on, however, it became obvious that the backlog was still not being cleared. 
 
This month's resolution of the problem is, Yurkin says, partly thanks to union lobbying of the International Atomic Energy Agency, of the International Labour Organisation and of the World Association of Nuclear Operators. Pressure from Ukraine's international donors also helped. 
 
But above all, he believes, the successful outcome is due to international trade union solidarity. He praises the pressure placed on the Ukrainian government by the ICEM and many of its affiliates. Also of great value were the ICEM's information campaigns via the media and the Internet, Yurkin says. 
 
&quot;Only by joint effort,&quot; he insists, &quot;can trade unions defend their members' rights and interests and exert a real influence on the authorities and employers.&quot; 
 
The non-payment of wages is still a major problem for other Ukrainian workers, notably the miners. It is also causing widespread poverty in some other countries of the region, including Russia.

Ukrainian Nuclear Workers Paid at Last

Finnish chemical and energy workers ended their nationwide strike today, after their union Kemianliitto secured a substantial pay rise and a cut in working hours. 
 
International trade union solidarity played a major role in achieving the settlement, Kemianliitto's President Timo Vallittu said. 
 
Today, both Kemianliitto and the employers' Chemical Industry Federation approved the National Conciliator's proposal for a three-year national collective agreement, which covers around 15,000 workers in the oil, gas, chemical and pharmaceutical industries. 
 
The agreement ends a week-long strike by 5,000 workers. The union had targeted 22 key companies in a national dispute over pay and working hours. Had the conflict not been resolved by today, the union would have called out a further 8,000 workers in the plastics and chemical products sectors. 
 
Sympathy action pledged by Kemianliitto's sister union in Sweden, Industrifacket, played a key role in putting pressure on companies. From tomorrow, the Swedish union would have blocked all trade in industrial chemicals and gases between Sweden and Finland. This would have led to the closure of paper mills and metal industry plants from the weekend onwards due to a shortage of the chemicals and gases needed in processes. 
 
Industrifacket had backed Kemianliitto from the onset of the dispute, after the Swedes had been alerted by the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM). Both Kemianliitto and Industrifacket are ICEM affiliates. 
 
In addition, the Finnish Transport Workers' Union and the Seafarers' Union would have blocked the transport of chemicals from tomorrow onwards. 
 
Earlier in the week, three companies in the sector had separately agreed to union demands in order to avoid losing orders and revenue. One of them had to disaffiliate from the employers' federation for breaking ranks. 
 
Kemianliitto has won wage increases of around 4 percent for its members, which is well over the general level of pay raises in this year's bargaining round in Finland. A reform of the wage structure will bring further increases in 2001 and 2002, on top of the general rises in manufacturing industry as a whole. 
 
Working hours will be cut by 8 hours or one shift annually without loss of pay. After the reduction, working hours in continuous shift work will be 34.6 hours a week, in semi-continuous shift work 35.8 hours, and in day work 36.2 hours. Further textual amendments improve the conditions for sick pay and tighten up on the use of subcontractors. 
 
Kemianliitto President Timo Vallittu praised the unity of his membership, which covers more than 90% of the blue-collar staff in Finnish oil, gas and chemical industries. He said that even though the advent of the single European currency will increase the pressure for harmonisation, the settlement proves that workers are entitled to have their share of good results in the industry, not only the executives in the form of share-option windfalls. 
 
&quot;Special thanks go to our brothers and sisters in Sweden, &quot; said Vallittu. &quot;Their timely support destroyed the employers' attempts to prolong the dispute by importing from their plants in our neighbouring country to compensate for the loss of production. In today's globalised economy, we need practical international solidarity and co-ordination to ensure successful collective bargaining.&quot; 
 
The ICEM-affiliated Finnish paperworkers' union Paperiliitto is still in negotiations for a significant pay increase, shorter working hours and restrictions on the use of subcontractors.

Finnish Chemical, Energy Strike Wins Gains

A strike by key Finnish chemical, oil, gas and petrochemical workers is set to spread. 
 
Some 5,000 workers launched an indefinite strike yesterday afternoon at the call of their union Kemianliitto. The union has so far targeted 22 key companies in a national dispute over pay and working hours. If the conflict is not resolved by next Thursday 23 March, the union will call out a further 8,000 workers in the plastics and chemical products sectors. 
 
Sympathy action has also been pledged by Kemianliitto's sister union in Sweden, Industrifacket. The Swedish union will black any work transferred from Finland to Sweden during the dispute, but will also halt all regular trade in chemicals between Sweden and Finland. The main companies affected by the Swedish action will be Kemira (specialty chemicals), Aga (industrial gases) and Borealis (polyolefins and phenols). 
 
The Swedish union immediately promised the solidarity action after it had been alerted by the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM). Kemianliitto and Industrifacket are both ICEM affiliates. 
 
The scale of the Finnish and Swedish action means that other Finnish sectors will rapidly encounter serious supply problems. Among those worst affected would be the paper and steel industries. 
 
The key issues for the Finnish chemical workers are shorter working hours, especially in continuous shiftwork, and a reform of the wage structure. The chemical employers' final pay offer would have meant rises smaller than those obtained in other Finnish sectors. For continuous shift workers, the union wanted a 33.6 hour week, instead of the current 34.8 hours. The worktime patterns demanded by Kemianliitto are already operating in the other Nordic countries and in some Finnish industries, but the chemical employers were intransigent on this issue. 
 
The paper workers, too, have major current grievances. They want tighter restrictions on the use of subcontractors, shorter working hours and a significant pay increase. 
 
Protracted negotiations in the chemical sector - latterly in the presence of a government mediator - broke down after the employers rejected a union proposal for a three-year agreement. 
 
In a statement issued today, the Finnish union said it was &quot;regrettable&quot; that &quot;the employer side did not take Kemianliitto's proposal seriously enough to avert the present dispute.&quot; 
 
&quot;Our Finnish brothers and sisters are entirely justified in taking industrial action,&quot; said ICEM General Secretary Fred Higgs today. &quot;We will ensure full international support for their campaign. We particularly applaud the rapid response of our Swedish colleagues. Unity is the only way to preserve and improve the workers' gains.&quot;

Finnish Chemical And Energy Strike To Spread

Agreements are urgently needed at the global level between major corporations and industrial union internationals. 
 
That is the call from Fred Higgs, General Secretary of the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM), in an interview broadcast today by the BBC World Service. 
 
Global agreements are vital to the defence both of workers' rights and of health, safety and the environment, Higgs told the BBC. &quot;We've lived too long with a position where you have companies, for instance in Europe, that apply very high standards primarily because the legislation requires it, but then go to other parts of the world and apply totally different standards, and try to justify that as being part of the local traditions of the country.&quot; 
 
The ICEM already has a global agreement with oil multinational Statoil. Higgs said that the chemical companies and the ICEM are moving forward on an agreement to ensure best health, safety and environmental standards worldwide. 
 
Global agreements are also in the companies' own best interests, he emphasised. They are under growing pressure both from shareholders and from campaigning organisations to apply uniformly high standards worldwide. Companies spend a great deal of money on their corporate image, Higgs pointed out. They therefore have a &quot;vested interest&quot; in ensuring that their image is not tarnished.

Higgs Tells BBC Global Framework Agreements Urgently Needed

Tyre multinational Goodyear must rescind anti-union practices and sackings in its Guatemalan operations, the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM) insisted today. The ICEM, which organises tyre workers worldwide, runs an international network of unions representing workers in Goodyear operations. 
 
And American Goodyear workers have warned that the Guatemalan situation could &quot;erode the collective bargaining process&quot; with Goodyear in the company's home country, the USA. 
 
&quot;The Guatemalan Goodyear workers' union STGINSA has informed us of serious breaches of trade union rights by Goodyear Guatemala,&quot; said ICEM General Secretary Fred Higgs. &quot;We urge the company to investigate this situation immediately, and to ensure that its Guatemalan management respects both the company's global standards of labour relations and the universal trade union rights enshrined in the Conventions of the UN's International Labour Organisation. This is essential to the constructive relationship that we are striving to build with Goodyear at the global level.&quot; 
 
The ICEM Goodyear network unions met members of the company's global corporate management in the US this January. &quot;One of the issues raised during those discussions was the working conditions, and particularly health and safety, at Goodyear operations in Guatemala and Malaysia,&quot; Higgs recalled. &quot;The company promised to look into the situation. We trust that it will do so, and that it will take all necessary remedial action without delay.&quot; 
 
The Guatemalan union has told the ICEM that Goodyear Guatemala summarily dismissed 48 production workers and suspended the employment contracts of two members of the union's executive this February. This, the union points out, &quot;breaches our collective agreement, the labour laws of this country and International Labour Conventions ratified by the state of Guatemala.&quot; The company has ignored rulings by the country's labour authorities that it should cease its anti-union action. 
 
The union also says that local management has threatened to close the plant down. Goodyear Guatemala has recently been pressing for union concessions, notably on &quot;labour flexibility&quot;, and STGINSA believes the company's real intention is to &quot;submit workers to a state of slavery, by attempting to undo the gains won at such cost by the working class.&quot; 
 
In a letter to Goodyear corporate management in the USA, the ICEM-affiliated United Steelworkers of America (USWA) warns that &quot;the harsh actions reportedly being undertaken by Goodyear in Guatemala&quot; will &quot;ultimately erode the collective bargaining process that is critical to the relationship&quot; between the company and the USWA. In his letter, USWA Goodyear Coordinator Ron Hoover says the company must &quot;take the necessary steps to restore the proper integrity to the collective bargaining process and protect the company's 'Good Name'.&quot; 
 
The USWA hosted this January's meeting of the global Goodyear union network, which is chaired by USWA Vice-President Richard Davis.

Unions Press To End Goodyear&#039;s Anti-Labour Practices In Guatemala

A complaint just issued by the official US National Labor Relations Board (NLRB) is the &quot;first step toward possible prosecution&quot; of Imerys, a leading materials, minerals and ceramics multinational. 
 
So says America's Paper, Allied-Industrial, Chemical &amp; Energy Workers Union (PACE). The new NLRB complaint found merit in several charges lodged by the union. 
 
Imerys is the target of a global trade union campaign launched by PACE and the 20-million-strong International Federation of Chemical, Energy, Mine and General Workers' Unions (ICEM). Organised labour worldwide is bolstering Imerys workers in Sylacauga, Alabama, as they fight to maintain union recognition there. The employer in Sylacauga is Imerys American subsidiary ECCA Calcium Carbonates, Inc. 
 
&quot;Let there be no doubt - the company's vigorous effort to de-unionise even includes disdainful violation of US laws protecting workers from harassment,&quot; said Joe Drexler, PACE Director of Special Projects. &quot;Our union allies at the company's operations in England and France can now see the stark contrast with the high-road industrial relations it practises closer to home.&quot; 
 
The NLRB complaint names ECCA Vice-President Ray Barker, Sylacauga Plant Manager Randy Sandrik and five other managers. The NLRB alleges that Barker instructed supervisors to maintain records of employees' union sentiments; that Sandrik threatened employees who supported union organising efforts; and that two supervisors interrogated employees about their union activities. All are violations of Section 8(a)(1) of the US National Labor Relations Act, which prohibits employer interference, restraint or coercion of employees exercising their rights to organise. 
 
ECCA is a wholly-owned subsidiary of Imerys USA, Inc., formed by the 1999 merger of Imetal and English China Clays, Inc. Prior to the merger, Imetal and ECC operated neighbouring plants in Sylacauga, with the Imetal facility represented by PACE. On the effective date of the companies' merger, Imerys withdrew recognition from PACE and repudiated the labour contract (collective agreement) signed by Imetal and PACE. 
 
&quot;The issuance of this complaint by the Board puts the authority of the USA government behind the charges made by PACE and the Sylacauga employees beginning last September,&quot; said Attorney Robert Weaver, who filed the charges on behalf of PACE. &quot;For months the company has said there was nothing to the charges, and more recently that the charges were 'insignificant.' The Board's investigation and this complaint show just how high up the corporate ladder the violations go.&quot; 
 
PACE and the ICEM have highlighted the company's hiring of professional union-busters in an aggressive drive against PACE efforts to organise workers in Alabama and elsewhere in the southeastern USA. 
 
The company drive includes obligatory meetings at which employees are shown anti-union videos, while not permitted to ask questions. In a recent trip to discuss the situation with European labour leaders, Sylacauga worker Keith Fulbright said the videos, the interrogation and company threats to cut wages and remove benefits have many workers &quot;scared to death.&quot; 
 
The global labour campaign on Imerys is receiving strong support, notably from unions in France, where the company is headquartered and has production sites; in England, another big Imerys production centre; and in Belgium, where financiers the Frere family are major investors in the company. 
 
&quot;Imerys is a chameleon corporation,&quot; said ICEM General Secretary Fred Higgs in Brussels today. &quot;It is preaching social partnership on one side of the Atlantic and bashing unions on the other. That is simply not on, and we have made this very clear to Imerys corporate management in Paris. Ultimately, the company's world headquarters bears the responsibility for the actions of its American management. We call upon Imerys to end immediately its anti-union campaign in the USA and to embark on a new, constructive relationship with the ICEM and its affiliated unions worldwide.&quot;

Imerys Could Be Prosecuted, US Union Says

A new safety culture is urgently needed at the Sellafield nuclear plant, British trade unions insisted today. 
 
Britain's official Health and Safety Executive this morning released three highly critical reports on safety at Sellafield, which is run by British Nuclear Fuels (BNFL). 
 
&quot;The time has come for all at Sellafield to accept a collective responsibility,&quot; commented Jack Dromey, spokesman for the BNFL industrial trade unions. &quot;We must build a new world-class safety culture, rooting out the remaining vestiges of the old discredited culture of complacency. 
 
&quot;A failure to act will threaten the very future of the 20,000-strong company,&quot; Dromey said. &quot;The reports are a devastating indictment and utterly unacceptable.&quot; 
 
Dromey is National Organiser at Britain's T&amp;G union. Trade unions at Sellafield include the AEEU, GMB, MSF, T&amp;G and UCATT. 
 
The three inspectorate reports examine various aspects of the Sellafield operation, notably the falsification of quality control data on some batches of uranium and plutonium mixed-oxide (Mox) fuel. These nuclear fuels are reprocessed at Sellafield for a number of clients. The main overseas customer is Japan, whose nuclear plants have stopped using the Mox as a fuel since the false documentation was first discovered last year. The inspectorate says Sellafield's Mox facility, now out of operation, will not be allowed to reopen until a number of changes have been made. These include new monitoring equipment; retraining of workers - several of whom were sacked over the incidents; and big improvements in Sellafield's supervision and management. 
 
Another of the reports draws three conclusions about safety at Sellafield: &quot;The first is that there is a lack of a high quality safety management system across the site which is compounded by an overly complex management structure. The second is that there are insufficient resources to implement even the existing safety management system. The third is a lack of an effective independent inspection, auditing and review system within BNFL. Without a vigorous independent inspection, auditing and review system, the Health and Safety Executive does not see how BNFL can make acceptable and timely progress in delivering a high quality safety management system across the site.&quot; 
 
The reports are &quot;a bitter blow to all those who have worked hard over many years, to challenge old complacency and put in place, in 1999, the building-blocks for a bright future for BNFL,&quot; Dromey said. &quot;The unions drove through the most radical pay and change agreement anywhere in the economy for ten years. This was designed to deliver world-class working practices, and end the Sellafield culture of long working hours.
